My Lord,

            I take the liberty to ask your Lordship if the government would countenance & facilitate the emigration of half pay officers to the Cape of Good Hope & if there are any distinct advantages held out to them. I beg leave to add that I should desire to settle there with my family provided it meets with your Lordship’s approbation & that I should be enabled by the bounty of government to effect it.
