Sir,

            Owing to the distressed state of the times I have been for a considerable time out of employ and see no prospect of getting into any. Understanding that His Majesty’s Ministers are about to grant certain facilities to those who may be desirous of emigrating to the Cape of Good Hope, I should feel greatly obliged if you would inform me as early as possible whether the privilege extends to any individual that may feel disposed to quit the country, or whether only a certain class will be allowed to go. I trust your reply will communicate every information requisite as to the sum required to be desposited &c.
