My Lord,

            Having heard through the public prints that a sum of money has been placed at the disposal of His Majesty’s Government for the purpose of assisting persons who wish to emigrate to the Cape of Good Hope, may I beg to know from your Lordship what are the terms under which assistance will be granted to those who are inclined to emigrate and whether more liberal encouragement will be given to a number of individuals going together. Your Lordship will have the goodness to order me to be informed in the fullest manner.
