My Lord,

            I beg leave to address your Lordship occasioned by the desire of a friend of mine who is anxious to become a settler at the Cape of Good Hope. He is a young man of good information in agriculture and considerable knowledge of mercantile affairs and therefore considers he may become a useful member in that Colony.

            Under these circumstances may I request you will be pleased to direct that I may be furnished with one of the most recent printed regulations on the subject in order that my friend may be informed as to what course may be necessary and most proper for him to pursue. Your Lordship’s condescending to grant this favor will graetly oblige
