    Port Alfred.

    Dear Sir,
    I have to report the accidental death by drowning of two European gentlemen off the Palmiet River Mouth in the (Cuylerville) ward between 7.0 and 8.0 am yesterday 1st April, viz, (1) Cecil John Penny of Shepstone Vale, farmer. (2) Athol B Timm of Glendinning, farmer, both of this ward.

    I was an eye-witness of the fatality. A small group of ladies and girls had been bathing from the beach opposite the mouth of the Palmiet River. I was standing at the sandhills, near to a member of the wagons and tents forming a holiday camp about 250 yards westwards of the ladies who were bathing. Some had left the water. I saw one wave a towel. A child came running in my direction, shouting that Mrs Fox was out of her depth & could not get in. Athol Timm was on the beach below me. As soon as we understood what the child was saying, Athol Timm and I ran towards the ladies. We entered the water together. Athol Timm swam swiftly in the direction of Mrs Fox, whose head could be clearly seen above water, but at a considerable distance from the shore. Harvey Clayton of Osborne farm came into the sea near where I was & shouted to Athol Timm to come back, saying "There will be some more out?
    Athol Timm continued swimming seawards. I think he may not have heard Harvey Clayton's voice, or if he heard him he disregarded it.. Harvey Clayton swam seawards after Athol Timm. I returned to the beach. Cecil Penny came running from the camp & entered the water near to me. Mr A.F.Bradfield of the Hope was also present.My Bradfield and I noticed that Cecil Penny had attached the end of a fishing line to one of his hands. As he went seawards, Mr Bradfield fastened another piece of line to the end of Mr Penny's. I took the end of this lengthened line and followed Cecil Penny in to the water, endeavoring to fastern on via ring to the line as I did so, in order that the line could be thrown if necessary. The tension on Cecil Penny's line became very strong and endeavoring to retain it, it broke in my hand. This cut off Cecil Penny's connection with the shore. There were now four persons in the water, Mrs Fox, Harvey Clayton,Athol Timm and Cecil Penny. I could see clearly only the latter, who was among the outmost breakers. There were no strong swimmers left on the beach. Mr Bradfiled asked me if I could swin to Cecil Penny with a long ox-reim which he had prepared. I endeavoured to do so, but became exhausted & was pulled into shore. Mre Ross Clayton of Bellevue farm took the ox-reim from me & entered the sea on horseback. The horse refused to go out seawards and returned to the beach. Cecil Penny was now seen to be in great distress, and I belive he sank soon afterwards. Harvey Clayton, whose statement is attached, had during this time succeeded in reaching Mrs Fox & bringing her into shallow water a little to the eastward. They were both in an exhausted condition. Athol Timm was pointed out to me, a long way out to sea. He appeared to be swimming strongly in a westerly direction.
    There was a line of rocks ahead of him, which with good fortune a strong swimmer might have reached. I estimate that he swam towards the rocks for twnety minutes beyong the time Mrs Fox was rescued. He disappeared before reaching them.
    The beach has been carefully patrolledby private persons and by Sergeant Emslie of the Kaffir Drift Station from the time of the fatalities, but no trace of the bodies has been discovered up to 3.30 pm today. A motor launch from Port Alfred made a search of the ocean opposite the beachat Palmiet River during the middle of Sunday. I learnt by telephone message to the Light-house that they had been unsuccessful. The nearest relatives of both the deceased gentlemen were in camp at Palmiet River and are fully informed.     On 15 February, 1820, CHARLES & SUSANNAH and the three children from his first marriage, ELIZABETH 12, CHARLOTTE 10 and CHARLES 8, together with the first child from his second marriage, EDWARD 2, and his brother WILLIAM, sister-in-law ROSANNA and their children, SARAH 10 and WILLIAM 8, sailed from Gravesend, London, with the SEPHTON PARTY of Settlers, predominately Wesleyan Methodists with their clergyman the Rev.Shaw, on the “AURORA”. They arrived at Algoa Bay, Port Elizabeth, on 15 May, 1820, and were taken by ox-wagon to Assegai Bush River. They named the site Salem, meaning peace. In 1825 they moved to Reed Fountain (Elmhirst), and later to Grahamstown and finally Salem, where Charles and Susannah are buried.

    James an 1820 Settler, left Portsmouth England for the Cape Colony, early in January 1820 aboard the Royal Navy transport sailing ship the Weymouth, carrying 400 other passengers, including his 2nd wife & five of his children. They arrived in Algoa Bay around mid May 1820, after what was a crowded and uncomfortable voyage.Party: James'. Ship: Weymouth. From: Westbury Wiltshire. According to MD Nash - The Settler Handbook -James & Rebecca had the following children - Mary 14, Jane 9, Elizabeth 7, James 3, Sarah 1. James paid a deposit of ¹20.0.0. Although James's occupation was given as a labourer, this did not mean he was only fit for manual unskilled labour. This was a category given mainly to professional soldiers with no other trade.James was given allotment no. 10 - the last and most easterly of the James Party Allocation, situated east of and quite close to Bathurst. He was entitled to 100 acres of land, subject to cultivating this land during the first three years. After 10 years it would be surveyed at government expense and transferred to him on perpetual quitrent not exceeding ¹2.0.0 per 100 acres. Their house which measured 50 feet by 15 feet was burnt down in 1846 during the 7th Frontier War. The farm Sweetfountain includes allotments 9 & 10 according to Morse Jones. In 1840 James bought the farm Oliveburn, from the Bowker's of Tharfield, for ¹300, to be paid over six years. Miles Bowker was granted the farm initially and then in 1822 was given Tharfield as well, an even larger property. Bowker graves are still to be seen on Tharfield.
    **** Was No.10 known as Bethany ? **** It seems that the entire James Party location was known as Bethany, on which Ebenezer, the Wesleyan Chapel stood. Originally Oliveburn was 513 morgen but later Benjamin was to sell 5 morgen to Joseph Walker, leaving 508 morgan. The present owner, Allan Hulley and his wife Brenda and two daughters now live there (~1990).Randall meaning: Diminutive of Rand (Randolph). Wendy Fitzgerald says she has confirmation of James and Rebecca's marriage as 13 December 1809, Westbury, Wiltshire.

    On her Tombstone in Bathurst it is recorded that she lived to be 100 years old (102 years in Burial Register)

    An original 1820 Settler. James's second wife. She was a large woman and could lift a bag of mealies onto a wagon by herself. Had a sister Joan. There is a story of Rebecca walking to Grahamstown, when she was a very old lady. She was "only" 95 years old and not 100 as shown on her tombstone in Bathurst. Her grave is right near the church entrance.
