He was the son of Thomas Mills, corn chandler of New Road, St George's East, London, and was one of a small party that proposed to emigrate under the leadership of Joseph Oldham, but was subsequently absorbed by Bailie's party. He joined J.E.Ford's subdivision which later came under the leadership of T.Flanegan. He was granted a share of the party's location. In 1828 he married Elizabeth Hill, and in 1834 bought half the farm Proctorsfontein near Sidbury, where he died in 1868. He left eight children, Charles, Thomas, John, Obadiah, Eliza, James, Henrietta and Isabella, and an estate comprising a house and land as well as furniture.
